MARAPA was foudned in 1999 by marine biologists and experts in fisheries in São Tomé and Principe. It executes several projects with international development partners and the State, with a focus on marine conservation and the sustainable development of the fisheries sector.
Since 2003, it is in charge of the National Sea Turtle Protection Program and executes since 2011 a cetacans monitoring program and whale/dolphin watching activity called Operation Tunhã (means dolphin in local dialect).
